Job Summary

    This senior position has overall responsibility for the direction and coordination of the WATAN development portfolio donor relation team, playing a lead role in mobilizing resources to meet the needs of shifting from emergency response to recovery through WATAN portfolio. S/he will work with program teams to identify and follow up on linkages between donor strategies, member interests and Syria office priorities and will play a key role in facilitating smooth communication between all stakeholders. The incumbent will be responsible for the formulation of the funding strategy for Syria response development portfolio and be responsible for identifying funding opportunities and matching them to reviving community needs. S/he will be accountable for reaching portfolio funding targets, ensuring the development and timely submission of high-quality project proposals as well as working in close collaboration with thematic area technical teams and other departments.

Position Requirements

    EXPERIENCE AND SKILLS

    Essential Skills:

    • Understanding of donor proposal requirements (EC/USAID/DFID, corporates, etc).
    • Proven track record in developing winning concept notes and project proposals.
    • Highly skilled in program design, including development of log frames, results frameworks, and budgeting.
    • Excellent writing and presentation skills, particularly in English.
    • Strong interpersonal and communication skills including influencing, negotiation and coaching, as well as the ability to work well in an international environment with people from diverse backgrounds and cultures.
    • Proficient understanding of humanitarian situation in Syria.
    • Ability to present complex information in a concise and compelling manner.

Responsibility

    Duties and Responsibilities:

    Strategic Planning and External Engagement

    1.  Under the guidance of the head of Syria mission and in consultation with the SMT, provide support to the overall strategic planning process by revisiting and ensuring the up-to-date of WATAN portfolio funding strategy.
    2. Participate in external networking events and donor receptions as required.
    3. Engage with WATAN members and promote opportunities that align with Syria portfolio Response and member priorities.
    4. Identify and facilitate dialogue between the portfolio members and key donors to ensure their knowledge of our programming in Syria, sharing concepts and other opportunities for collaboration.

    Resource Mobilization

    1.  Working closely with WATAN account managers and other stakeholders, collect donor intelligence and undertake a donor mapping focused sectors.
    2. Maintain relevant trackers and planners to monitor portfolio performance and submit regular updates to the head of Syria mission.
    3. Carry out in-depth reviews of unsuccessful proposals to identify reasons and any lessons learned. Document, share and develop plans to address identified weaknesses.
    4. Work with media and advocacy teams to develop marketing materials and presentations for Syria response for external use.
    5. Work with program teams to identify gaps in the funding portfolio for out years and work closely with members to support the development of proactive concept papers that are marketable to donors.
    6. Supervise and ensure proper facilitation of project design workshops, developing concept papers, full proposals, and budgets, ensuring that high quality standards are met and that proposals meet donor and member requirements.
    7. Clearly identify roles and responsibilities and key actions for proposal development for WATAN portfolio and ensure that there is a robust internal review process in place to ensure quality proposals are submitted.

    WATAN ROLE PROFILE

    1.  Ensure that all relevant portfolio response Programs, Operations and Support teams such as HR, Awards, Procurement, IT, Finance are fully and proactively involved in the development of new proposals.
    2. Oversee the coordination of Go/No-Go to evaluate opportunities for Syria Response with key portfolio staff.
    3. Oversee the maintenance and upgrading of the donor database, proposal tracking system, and resources roster in the team.
