Job Summary

    The primary responsibility of this role is to provide robust support to WATAN's Monitoring, Evaluation, Accountability, and Learning (MEAL) team by actively participating in program design, proposal development, technical research, and the establishment of accountability mechanisms for all WATAN field operations and specific program elements.
    The incumbent will play a pivotal role in enhancing WATAN's capacity to generate valuable evidence and capture program outcomes. The successful candidate will be tasked with crafting and overseeing the MEAL system, supervising MEAL personnel, and formulating and executing a practical MEAL framework. This framework will empower WATAN to systematically monitor progress, evaluate impact, adapt strategies, and uncover unforeseen consequences of its initiatives.

Position Requirements

    • University degree in a related field.
    • Minimum of 3 years working experience in humanitarian field.

    • Supervise the development of monitoring and evaluation plans for projects at all stages.
    • Supervise the management of and relationship with the beneficiaries in WATAN’s sectors of work and the implementation of programs, providing updates/learning on two levels: emergency response and long-term development projects. 
    • Supervise and develop the central database related to the MEAL department in the organization and invest in the best ways to benefit the beneficiaries and WATAN.
    • Supervise the feedback system, deal with complaints, find the mechanisms of response, ensure follow-up, and modify technical data accordingly.
    • Track the implementation of monitoring and evaluation activities in projects periodically in accordance with established plans.
    • Lead the work team under their management and develop capacity-building plans at a technical and administrative level to ensure the organizational structure of the department.
    • Manage third-party monitoring and evaluation services for organizations outside WATAN.
    • Participate in developing the department's growth plan in terms of human resources and technical equipment in line with the expansion plan of WATAN’s programs
    • Represent the organization in meetings held with donors, third-party teams, and any relevant external party. 
    • Participate in designing or supervising systems to be put in place regarding the department and its servicese of working in monitoring, evaluation, accountability and learning.
    • Experience with feedback, complaints and accountability mechanisms.
    • Excellent analytical and strategic thinking/ proactive in identifying difficulties and working cooperatively to solve them.
    • Strong reporting skills.
    • A flexible and initiative-taking with the ability to manage and prioritize an unpredictable workload.
    • Strong organizational, multi-tasking and time management skills (particularly looking for a demonstrated ability to meet deadlines).
    • Familiar with data visualization Software
    • Fluency in written and spoken Arabic and English.
    • Proficient in Word and Excel.
    • Team work.
