Job Summary

    WATAN has a project for shelter and non-food items (S/NFI) located in the Northwest of Syria in – Idlib and Aleppo Provence.

    The Shelter Technical Advisor will play a pivotal role in providing technical expertise, guidance, and leadership in the field of shelter and housing in the Northwest of Syria. This position is responsible for ensuring the implementation of high-quality shelter programs, overseeing construction and rehabilitation projects, and collaborating with relevant stakeholders to improve housing conditions for vulnerable populations affected by conflict and displacement..

Position Requirements

    •     Bachelor’s degree in Civil/Architecture engineer or relevant sector.
    •     Minimum 3-4 years of professional experience leading, managing, and implementing Shelter / NFI projects.
    • Minimum 2 years of progressive experience leading teams in a humanitarian context for NGOs, UN agencies, or private sector companies at similar position;
    •     PMP/PMD-Pro Certification holder (highly preferable).
    •     Ability to communicate effectively with others.
    •     Ability to represent the organization image in a professional manner.
    •     Commitment to humanitarian relief standard.
    •     High level of organizing skills.
    •     Excellent interpersonal, communication, remote management, and planning skills.
    •     Ability to manage multiple priorities, deadlines, and tasks efficiently.
    •     Ability to create new relations with active players in the field.
    •     High level of flexibility to adapt to a new environment, handle the workload.
    •     High level of problem-solving and decision-making skills.
    •     Very good report writing skills.
    •     Leadership skills.
    •     Very Good computer skills (MS office).
    •     Fluent in English (strong written and verbal skills).
    •    Quick learner.

    • Provide technical guidance on shelter design, construction, and rehabilitation in alignment with local norms, best practices, and international standards.
    • Offer expertise in assessing shelter needs, ensuring appropriate materials, and integrating disaster-resilient and energy-efficient elements.
    • Program Implementation:
    • Develop, implement, and monitor shelter projects, ensuring they address the specific needs of displaced populations and host communities.
    • Oversee construction and rehabilitation activities, coordinating with contractors, suppliers, and project teams to ensure timely and quality delivery.

    Capacity Building:

    • Provide training and capacity-building sessions to local partners, community members, and staff to enhance their technical knowledge and skills in Shelter-related activities.

    Collaboration and Networking.

    • Collaborate with local authorities, humanitarian organizations, donors, and other stakeholders to align shelter interventions with broader community development initiatives.
    • Participate in relevant clusters and coordination mechanisms to share expertise and contribute to overall sectoral strategies.  
    • Create project work plan and timeline.

    Monitoring and Evaluation:

    • Develop monitoring frameworks and tools to track progress, assess impact, and ensure accountability in shelter projects.
    • Analyze data to make informed decisions and adjustments to project implementation.

    Technical Support and Problem-Solving:

    • Offer on-site technical support to resolve challenges and address issues during shelter construction and rehabilitation projects.
    • Provide innovative solutions to overcome obstacles and improve the quality and efficiency of interventions.
