Job Summary

    Responsible for overseeing WATAN relief and emergency response programs. As a key member of the Senior Leadership Team, candidate shares in the overall responsibility for the direction and coordination of WATAN relief programs. Substantial management experience in an NGO environment, including significant field operations experience running emergency response and early recovery programs is required.

    • Candidate would be responsible for managing key donor relationships. Also, candidate should have strong proposal writing skills.

    • The role requires robust experience of program cycle management, with experience of working within a complex and matrix organization structure with minimum supervision. The program director would have to monitor and coach program managers who report to them. Experience in FS, WASH, Shelter/NFI, and Protection programs is mandatory.

Position Requirements

    • Bachelor’s degree on Management/social sciences or any Related specialization.
    • Minimum 5-7 years of professional experience in leading, managing, and implementing relief projects, especially in Syria.
    • PMP/PMD-Pro Certified (highly preferable).
    • Technical experience in one or more of the 4 sectors is highly desirable.
    • Extensive contacts with donors, U.N. agencies and other international emergency response and development actors.
    • Excellent interpersonal, communication, public speaking, and strategic planning skills.
    • Knowledge of the situation in Syria.
    • Ability to represent the organization image in a professional manner.
    • Commitment to humanitarian relief standards.
    • Excellent interpersonal, communication, remote management, and planning skills.
    • Ability to manage multiple priorities, deadlines, and tasks efficiently.

Responsibility

    • Develop new programmatic initiatives to support the strategic direction of the office strategy; develop, monitor and implement projects along with the Program Managers in the targeted sectors.
    • Provide overall guidance and direction to Program Managers focusing on achieving agreed targets and long-term strategic objectives.
    • Lead and contribute to programs development efforts by identifying opportunities and working with relevant departments, to draft proposals responding to those opportunities; Participate in the development of funding proposals for the programs to ensure the continuous delivery of services.
    • Identify and evaluate the risks and possible threats associated with programs activities and take appropriate action to control the risks, communicating and collaborating regularly with the Deputy Country Directors for Programs and Operations.
    • Represent WATAN, in coordination with the technical leads, at relevant stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for WATAN.
    • Develop and maintain strategic relationships with partners and relevant stakeholders.
    • Ensure effective and agile contingency plans are always up to date and evolving as needed.
    • In collaboration with the MEAL Department, develop a program evaluation framework to assess the strengths of the program and to identify and implement action plans regarding areas for improvement.
    • Ensure monitoring, evaluating and documenting of programs implementation against indicators in collaboration with the MEAL Department. Ensure that activities are on track, including developing and implementing solutions as necessary.
    • Oversee the collection and maintenance of records on the clients of the program for statistical purposes according to the confidentiality/privacy policy of the organization and feed this information to the MEAL Department for analysis and feedback.
    • Following MEAL reports, recommend and implement changes to enhance the program, as appropriate.
    • Maintain effective communication with donors and other stakeholders and attend their meetings.
    • Participate in NGO sector coordination groups (or delegate to appropriate technical leads) and identify areas for coordination and collaboration; networking and bilateral meeting are key to success in this context.
