1-1-    The first envelope contains the financial offer only and should be written on the envelope (Financial offer) 
2-    The second envelope contains the vendor evaluation with supported Documents And the RFP  and vendor registration if any. and should be written on the envelope (Technical offer) 
3-    The third envelope contains the previous 2 envelopes
